Can you link avatar from another site?

I have my iconic massaging squirrel GIF as my Avatar on other forums.
A) he's too big to directly upload but the forum seems to be very similar to the 350Z forum and I managed to link it from Photobucket or some such where.
B) am I allowed a moving squirrel as an avatar? I read the rules on signatures not being 'moving' but I want my squirrel......because he's mine.
