You would have to eliminate the most obvious cause which is disc run-out but need to find out what's caused it or the new set will go the same way. I'm not sure on the TIS runout spec but even .1mm - .15mm (3-4 thou") i.e tiny will cause a problem so a spot of grit on the hub or mis-torqued when fitting can do it. Personally I'd suspect a disc run-out caused by caliper sticking when hot.

Jack the front and spin the wheel, you may "hear" the rubbing. May be worth removing the disc and cleaning the two surfaces just I case there's rust or foreign bodies I there
