Headlights on ignition initiation problem

Please help me!
I have an issue with my headlights, as in when you turn the ignition on and the headlights go down and then back up again.
Mine look as though they are getting stuck, and in a slow juddering motion they go down but most of the time don't come back up again.
I replaced my original headlights due to the fact they more resembled gold fish bowl's with the amount of condensation in them with angel eye non genuines. These have motors inside them already and are just plug and play.
I don't have xenon lights, just the h7 so there are no sensors or sensor arms that can be causing the problem.
It's been to BMW on their diagnostic machine and no faults were found.
I then thought it might be the headlights themselves but have replaced my replacements to test the theory but the problem still persists.
If I spend any more money on it I'm gonna have to sell a kidney!
Has anyone had this issue or got any ideas.
