PA emissions inspection

Mechanic report: "Based on the information obtained from the on board diagnostic system in your vehicle, the system is not ready to make a determination regarding the pollution control system on the vehicle. This situation should be corrected before the OBD system can be evaluated" Mechanic has attempted several times. Any insight would be appreciated
