A question on banner adverts for admin

How does the banner advertising work on here? In the space of 10 minutes today, I had an ad for a car garage in Lancashire (I live in lincolnshire), Hugo Boss clothing (I buy my clothes from Matalan), a company selling private jets (I hate flying) and the chance to win a Scania Truck (not got an HGV licence and don't even like Yorkie bars)!
I know nothing about online marketing (or marketing in general) but I was under the impression ads were all tailored by cookies to what I've been browsing recently.
