Feel free to tell me I'm wrong but surely EL wire is illuminated by an inverter. Reducing the volts supply to the inverter will just eventually switch it off and besides I believe the illumination is supplied as LED's which are "dimmed" by using pulse width modulation ie. flashing them faster...
